The Treasury declared a coin shortage in the early 1960s, so the yearly proof sets had to cease production. Instead, from 1965-1967 the Special Mint Sets were made. The coins in the Special Mint Set were struck at the San Francisco Mint with polished dies and blanks and boast higher-quality finishes than seen on typical Uncirculated coins. All of the Special Mint Set coins were struck on old presses obtained from the Ordnance Department, but without an identifying mintmark.
