The 1928-S Peace Dollar had a mintage of only 1,632,000 coins ever minted. Although this was a lower mintage in the Peace Dollar series, it did not come anywhere near as close as the 1928-P Peace Dollar from that year. The 1928-P Peace Dollar was about five times lower of a mintage. Also, in 1928 no Denver Peace Dollar was ever minted, so only two different mints produced the coin in 1928. The Peace Dollar was originally produced to take the place of the Morgan Silver Dollar after the world war. The last Morgan Dollar was the 1921 Morgan Silver Dollar and then the Peace Dollar was introduced mid year. The first ever Peace Dollar was the 1921 Peace Dollar High Relief. This was the only year in which the U.S. Mint made a high relief coin. All other Peace Dollars in the series were standard reliefs because the high relief was impractical for circulation. Each Peace Dollar was composed of 90% silver and 10% copper, featured a reeded edge, and had .7734 troy ounces of silver per coin. It was the last silver dollar made for circulation that was composed of 90% silver.

The designer of the Peace Dollar was a Italian immigrant named Anthony D. Francisci. He was chosen to design the next silver dollar after the Morgan Dollar after the United States Commission for Fine Arts held a contest among eight artists. The Commission gave Anthony specific guidelines, make a coin that symbolizes peace. As a result, the obverse of the Peace Dollar featured a stunning goddess of liberty while the reverse featured a American bald eagle. The eagle can be seen holding a olive branch in its talons, the ultimate sign of peace.
