Mary Ellen Withrow is the only person to have held the post of treasurer at all three levels of government — local, state and national. She is most known for being the 40th Treasurer of the United States under President Bill Clinton. Additionally, she also was Treasurer when the $5, $10, $20, $50, and $100 notes were redesigned in the 1990s. After she retired from her office in January 2001, Withrow became an active figure in the US Treasury's historical society. 
 
These signed notes from the Federal Reserve of Atlanta are in Gem Uncirculated condition with a PMG 67 EPQ grade. EPQ stands for "Exceptional Paper Quality." Barely used in day-to-day life, the $2 denomination of notes make great collector pieces. Along with being signed by the great Mary Ellen Withrow, this piece is hard to pass on!
