During the mid-1960s, the U.S. Mint discontinued producing Proof sets as they transitioned the production of proof finish coins from the Philadelphia Mint to the San Francisco Mint. In the interim, the Mint introduced the Special Mint Set from 1965 to 1967. These special sets featured coins with polished dies and blanks, resulting in a higher quality finish that falls between Uncirculated and Proof.
